Chapman Avenue, the main east-west street in historic downtown Fullerton, lost its original street trees when the street was widened and realigned in the late 1960s and early 1970s. The Fullerton Redevelopment Agency undertook this extensive street improvement project to add trees, benches and historic lighting to the downtown district with the goal of calming traffic and greening both the walking and driving experiences.

The project area encompasses a one-mile section of Chapman Avenue west of Harbor Boulevard, the main north-south downtown street. Located within historic neighborhoods and bounded by the Brea Creek Channel, the beautification project required extensive intra-governmental coordination between city departments, Orange County Transportation Agency and Orange County Flood Control District and work sessions with the community. The design alternatives focus on the rich agricultural history of Fullerton, the historic Brea Creek and the adjacency of Chapman Avenue to the now channelized Brea Creek.
